The Guide to North and South American Doctor Who TV Listings

USA - BBC America is reaching the end of Series 4, with a 46 minute
version of the 63 minute Series 4 finale Journey's End debuting on
Saturday February 7. BBC America will then take Doctor Who off the
air for the rest of February. It is unknown if Who will be back in
March or on its first break from the channel since Spring 2007.
USA - Doctor Who - Series 3 (The Runaway Bride and the 13 episode 2007 series with Freema Agyeman as Martha Jones) are now distributed to Public TV stations by BBC Worldwide Americas, not American Public TV. Series 4 also seems to be available to buy - start date for Series 4 on Public TV stations is unknown. BBC Worldwide Americas also distributes classic Doctor Who to the stations that air it. WTVP 47 Peoria, IL joins the list of stations airing Series 3 - episodes begin February 14.
Series 1 is currently available to public TV stations in an American
Public TV package until February 28, 2009. American Public TV is not
re-issuing Series 1, so those episodes will be unavailable to public
TV stations after the aforementioned date unless/until BBC Worldwide
Americas decides to offer them. Series 2 is currently available to
public TV stations in an American Public TV package until March 31,
2010. For the Series 1 and 2 packages, stations have bought the
rights to cycle through the episodes 4 times. They are not required
to do so.
As we approach the end of the rights, several stations are putting Doctor Who back on the air briefly to burn off Series 1 episodes while they can. NET Nebraska has been airing 3 episodes on Sunday afternoons all January long, and will end with one episode on Sunday February 1. WQLN 54 Erie, PA has been using up Series 1 late Fridays for a while and should finish just before the rights run out. WMFE 24 Orlando, FL is airing 3 episodes on Sunday nights beginning February 1. 2 episodes on KOCE Huntington/Orange County, CA on Saturday January 31 - they will have to air more episodes at a time on future Saturdays to actually finish the series before the rights run out. There is no evidence that any of these mentioned stations have bought {S{31=Series 2 or will buy future series of Doctor Who at this time - consider this their final farewells.
Nine stations have used all their rights to the Series 1 package - WLVT 39 Allentown, PA, WJCT 7 Jacksonville, FL, WILL 12 Urbana, IL, Iowa Public TV, KUED 7 Salt Lake City, UT, Idaho Public TV, Wisconsin Public TV, KLRU 18 Austin, TX, and KVPT 18 Fresno, CA. OETA Oklahoma has used half of their 4th and final cycle of Series 1.
3 Public TV stations currently have rights to air the classic Doctor
Who run (1963-1989). Iowa Public TV is currently airing both New Who
Series 2 and Sylvester McCoy episodes. KBTC 28 Tacoma, WA is airing
Tom Baker episodes while resting New Who Series 1. WHRO 15 Norfolk,
VA is airing Tom Baker episodes but apparently does not have New Who
Series rights.

In the USA, all the full power TV stations are currently due to turn
off their analog transmitters at 11:59PM on February 17*, 2009 and go
strictly to digital broadcasting. This was the final, drop dead, we
are serious, no take backs date agreed to several years ago after the
date kept shifting. Cable customers will not see a difference.
Satellite customers who get their local channels on the satellite
service will not see a difference. If your TV gets local stations
over the air and *does* have a digital tuner built in or as a set top
box, you are fine but will want to do a scan on the 18th as many
stations will be moving to new locations to be received better. If a
TV does not have a digital tuner or a box, it will only be able to
get some low power stations that have chosen to stay analog for a
while. For all intents and purposes, the US digital transition that
began in 1997 will finally be over.
*At press time the US Senate and US House have passed a bill that
will change the deadline till June 12, 2009. The President is putting
off signing the bill until at least Monday for a public comment
period. The date is 99% likely to change (the odds of the President
changing his mind are remote), but it has not changed yet. Assuming
the date will change, the FCC is having all the stations that want to
sign off on February 17th as originally planned to submit their plans
*again* by February 9th (before the bill changing the date gets
signed) and convince the FCC that turning off their analog signal is
in the public interest. There is a desire to limit the number of
stations that actually turn off on the 17th, because otherwise the
legislation to delay the date will look rather silly. The stations
that get approval will join roughly 200 that have already turned off
analog or never had analog on. Stations that are already digital only
can file to put their analog signal back on the air. The rest of the
stations get to go through the analog shutdown again. The last 90
days (March 14 to June 12) could see additional analog stations turn
off early if they have given 30 days notice. And June 12th is
expected to be the final deadline. Again. Unless the government
changes their minds. Now that the government has simplified the
transition to digital television, they are back at work fixing the US
economy.
